SEMINAR REPORT

“All human beings are born free and equal in Dignity and Rights”

Human rights are the basic rights and freedoms that belong to every person in the world, from birth until death. They apply regardless of where you are from, what you believe or how you choose to live your life. They can never be taken away, although they can sometimes be restricted. These basic rights are based on values like dignity, fairness, equality, respect and independence. But human rights are not just abstract concepts – they are deﬁned and protected by law. To reinforce the doctrine of human rights and its values and to maintain international peace and security, the United Nations Organization was founded in the year 1945 having UN Charter as its foundational treaty. Recognizing the universality of human rights the UN General Assembly has adopted Universal Declaration of Human Rights (UDHR) in the year 1948. Since the adoption of UDHR, global human rights regime has become so well established. In addition, discussion on strategies to tackle the human rights issues emerged as a result of development in science and technology has been initiated. However the emergence of globalization makes it necessary for revitalizing the strategies and plan of actions for the protection and promotion of human rights. Due to globalization the national states are forced to withdraw from certain areas meant for social welfare. The values of democracy and human rights are being suppressed. In this background Delhi Metropolitan Education Law School is organizing a one day National seminar on “Litigating Equality: Are Human Rights Elective?” The whole seminar was divided into four sessions i.e. Inaugural Session, Panel Discussion session, Technical SessionsAnd the Valedictory Session.The objective of the seminar was to ensure the basic human rights are not only respectedeverywhere but also to promote a culture for the cultivation of human rights and educating the citizen. The seminar also aimed the interdependence of Human Rights and Equality amongst all.

The following were the sub theme of the seminar:

Vulnerability faced by the aged and disabled people.
Challenges for refugees and asylum seekers.
The coerciveness of the institution of marriage and the violated women.
International standards on security issues in conﬂict zones: Humanitarian Perspective.
Child Traﬃcking and sexual abuse: Challenge to Human Rights in Modern India.
AFSPA: Necessity or misused power.
Human Rights violation faced by HIV/AIDS survivors.
Preservation of cultural identities and sub-national groups.
Conﬂict between IPR and Human Rights.
Role of NGO’s in advocacy of Human Rights.

Research Papers and review articles were invited from the academicians, Professional, Research Scholars and Students from various educational institutions across the country. The theme of the seminar received an overwhelming response and 120 full length paper were received which will be soon published in the form of an edited book, “Litigating Equality: Are Human Rights Eﬀective?” bearing ISBN number. There were around 175 registrations for seminar including eminent academicians, Professional, Research Scholars and Students from all over the country.

The Seminar was formally inaugurated on 11.11.17 at 10:00 A.M. Dr. Afzal Wanihad been kind enough to grace the Inaugural ceremony of the seminar as the chief guest. The seminar was formally inaugurated by lamp lighting and Saraswativandana followed by the floral welcome of the guests and welcome speech by Hon’ble Justice Bhanwar Singh., the Director General, Delhi Metropolitan Education, convener of the seminar introduced the theme of the seminar and highlighted the importance of human rights in the present scenario. Later, the gathering was addressed by the chief guest highlighting the importance of human rights, he emphasized on establishing universal peace. He underlined that it is only peace within which can make peace in the outer world certain. He also discussed inter dependence of human rights and equality principle in his address. He also congratulated the organizers in choosing “Litigating Equality: Are Human Rights Eﬀective?” as the theme of the seminar. He highlighted that such seminar can definitely bring positive changes in the society. He insisted on the responsibility of each and every individual to be aware and vigilant of their rights and contribute wisely in building peace and equality not only in the nation, but worldwide.

The book on “India and International Law” was also released by the dignitaries. The vote of thanks was delivered by the, Director (Officiating),Professor Dr. Bhavish Gupta. The one day seminar had six technical sessions and the sessions were divided according to the theme/ subject of the paper received. The first session had Child Trafficking and sexual abuse: Challenge to Human Rights in Modern India as the dominant theme. The session was chaired by Prof. Dr. Manjula Batra, Former Dean, Jamia Milia Islamia and Dr. Anuj.K. Vaksha, Associate Prof, GGSIPU.

The second session had Challenges for refugees and asylum seekers &International standards on security issues in conflict zones: Humanitarian Perspective as the dominant theme. The session was chaired by Prof. Dr Rashmi Salpekar, Dean, Faculty of Law, VIPS and Dr. Sachin Rastogi, Associate Professor, AIALS, Noida.

The third session had Child Trafficking and sexual abuse: Challenge to Human Rights in Modern India &Challenges for refugees and asylum seekers &Role of NGO’s in Advocacy of Human Rights as the dominant theme. The session was chaired by Dr. Asad Malik, Jamia Milia Islamia, Delhi and Dr. Hemlata, Associate Prof., Ideal Institute of Management & Technology.

The fourth session had Conflict between IPR and Human Rights &Role of NGO’s in advocacy of Human Rights as the dominant theme. The session was chaired by Prof. Dr. Arvind. P. Bhanu, ALS, Delhi and Dr. Susmitha P. Mallaya, ILI, Delhi.

The fifth session had Human Rights violation faced by HIV/AIDS survivors & The coerciveness of the institution of marriage and the violated women as the dominant theme. The session was chaired by Prof. (Dr.) K.B Asthana, Director, Kasturi Ram College of Higher Education, Delhi and Dr. Neelam Tyagi, Associate Prof., JIMS.

The sixth session had Vulnerability faced by the aged and disabled people, AFSPA: Necessity or misused power, Preservation of cultural identities and sub-national groups as the dominant theme. The session was chaired by Prof. Dr. Meenu Gupta, ALS, NOIDA and Dr, Aqueeda Khan, Associate Prof. ALS, NOIDA.

The national seminar concluded with the valedictory seminar on the same day. The program began with the floral welcome of the chief guest Ms. Charu Wali Khanna. She emphasized on the role of human rights in establishing universal peace. He also discussed the objectives of United Nations with reference to the protection of human rights at the international level. The participants were awarded with the certificates and the Best Paper Award was awarded to the top three best paper. The formal vote of thanks was delivered by the Director officiating, Professor Dr. Bhavish Gupta. The program concluded with the National Anthem.
